Background: WHO/DAR in collaboration with other UN Organisations, International and National bodies, is organising an Asia Pacific CBR congress that will be held at UN Congress Centre in Bangkok (Thailand) from 9 to 11 December 2008.

The present workshop on “CBR & Implementing the UN Convention” is proposed to organised a few days before the start of the CBR congress, on 6 and 7 December 2008, for understanding the needs of CBR programmes around this theme.

The workshop on “CBR and Implementaiton of UN Convention” will be held at Prince Palace Mahanak Hotel.

Rationale: Promoting active participation of persons with disabilities in all aspects of community-based rehabilitaiton is a key principle of CBR. The new CBR guidelines also foresee close links between organisations of persons with disabilities (DPOs).

In December 2006, the new UN Convention on the rights of persons with disabilities was approved. This Convention came into force on 3 May 2008. Processes of ratification, implementation and monitoring of the Convention are underway in a number of countries and in some of them community-based rehabilitation programmes are playing an active role in these processes.

In 2007, with financial support from UNDESA, DPI and AIFO in collaboration with national federation of Mangolian DPOs in Mongolia conducted a training course on this theme. As a result of this course, a training manual was prepared in English and Mongolian. With support from Milan province (Italy) it has also been translated into Italian, French, Spanish and Portuguese and was presented at the June 2008 meeting of UN Council on Human Rights in Geneva.

Aims of the Workshop: The aim of the workshop is to discuss the challenges regarding ratification, implementaiton and monitoring of the UN Convention on rights of persons with disabilities through CBR programmes.

Draft Programme for the Workshop

The workshop will be organised in four sessions, each session consisting of one or more presentations, followed by group discussions and a plenary summing up. Since the Convention covers all the diferent aspects of life, and in a two day workshop it would be impossible to touch on all these aspects, it may be necessary to identify few aspects that can be discussed as an example during the workshop. While the Convention takes a global view about the rights of persons with disabilties, effort can be made to ask persons to bring specific examples of rights violations as well as positive examples of concrete actions taken to solve those violations from their countries.

Session 1 (6 December 2008, morning): Ratifying the UN Convention – aim of the session would be to look at the significance and process of ratification of the UN Convention on rights of persons with disabilities with 3 actual examples from Asia and Pacific, about specific role played by CBR programmes.

Session 2 (6 December 2008, afternoon): Implementing the UN Convention and Learning from experiences – the aim of this session is to share experiences of community-based interventions identifying areas that require legislations, advocacy and community communications and other strategies for the implementation of UN Convention.

Session 3 (7 December 2008, morning): Monitoring of UN Convention – the Convention asks for a number of measures from the countries. Some times, these measures are translated into new laws, decisions and strategies. However, these may remain on paper, especially for persons living in rural areas, in far away villages and isolated areas. CBR programmes may be best placed to identify such needs and bring them to the attention of national bodies and DPOs. The session will look at practical examples in this sense from 3 countries from Asia and Pacific.

Session 4 (7 December 2008, afternoon): Summing up session – the aim of this session would be to bring together the main issues arising in the previous 3 sessions, look at them in terms of new CBR guidelines and identify next steps for strenthening role of CBR programmes in the different areas related to ratification, implementation and monitoring of UN Convention.

Registration for “CBR – Implementation of UN Convention” workshop: It is not necessary ot be registered for the Asia Pacific CBR Congress for participating in the “CBR – Implementing the UN Convention” Workshop. Costs for participating in Leprosy & CBR workshop: We expect a cost of 10-15 US dollars per day per person for covering the cost of lunch, cofee breaks and meeting room at the Prince Palace Mahanak hotel, Bangkok. All participants are expected to cover their own cost.

· Identify persons with expertise in this area who can guide on the the definition of the workshop programme and help in identifying suitable speakers, facilitators and participants. · AIFO is committed to bring 20 representatives from projects from developing countries; The workshop can accept a maximum of 35-40 participants; each partner would need to cover the costs for its participants.

· This draft programme is just a starting point for discussion and nothing has been decided yet about themes, sessions, speakers, etc. Thus all partners should feel free in proposing modifications or even radical modifications, if needed.
